Technical Bulletin 64-2024 on Foam Additive Dosing Systems

On October 2, 2024, the revised Technical Bulletin TB 64-2024 was published. This bulletin, titled “Foam Concentrate (SVM) Proportioning Systems,” replaces the previous TB 64B. This comprehensive revision marks an important step in clarifying and updating the application of standards regarding FMA dosing systems in all types of fixed fire sprinkler systems (VBB systems).

What’s New in TB 64-2024?

TB 64-2024 focuses exclusively on the application of standards and does not address more situation-specific issues. Topics that are explicitly outside the scope of this bulletin include:

  • Whether foam-forming agent addition is necessary.
  • What performance requirements apply to the dosing system (such as the dosing percentage).
  • The suitability of the SVM for the foam concentrates used.

These aspects are determined by the risk to be protected, the design standard, the requirements of the parties involved, and the type of VBB system.

No Impact on Foam Transition

TB 64-2024 is independent of the ongoing foam transition, which focuses on the shift from fluorinated to fluorine-free foam-forming agents. For every project undergoing this transition, a full reassessment of the suitability of the VBB system in combination with fluorine-free SVM is required. This reassessment falls outside the scope of the bulletin.

However, the bulletin does become relevant when the reassessment results in modifications to the foam concentrate dosing system. In that case, TB 64-2024 provides guidelines for the correct application of the standards.

More Information

TB 64-2024 is an important reference for professionals involved in the design, assessment, or maintenance of SVM dosing systems. For more information about this bulletin, please consult the CCV.

New CCV Agreement: Sprinkler Heads May Be Retained Under Certain Conditions

The Center for Crime Prevention and Safety (CCV) has published the new harmonization agreement 2025-01. This agreement concerns the replacement of sprinkler heads during their service life. The agreement provides clarity on situations in which sprinkler heads may remain in place even after their specified service life has expired.

Extensive damage

In the German town of Stadtallendorf, a fire station was completely destroyed by a fire. The fire was able to spread unchecked because part of the station—which had only opened in January—did not have a sprinkler system or fire alarm. The damage is estimated at at least 20 million euros.

Preventing a Devastating Disaster

On Saturday, December 28, at the Vossenberg industrial park in Tilburg, it became clear once again just how essential sprinkler systems are for the safety of people and buildings. A fire broke out in a Tesla battery storage warehouse, but thanks to a properly functioning and certified sprinkler system, it did not escalate into a devastating disaster.

Safety Tip: Prevent Obstructions Around Sprinklers

A properly functioning sprinkler system is vital—and a matter of life and death—for bringing an incipient fire under control and keeping it under control. That’s why Normec FSS inspects these systems at organizations to ensure they work properly when needed. However, obstructions are regularly discovered during these inspections. René Meijer, Senior Inspector at Normec FSS, shares his real-world experiences and describes the types of obstructions he encounters.
